If you don't have enough drives. Take the advantage of the connection from your 2 internal optical disc drives, nowadays seem obsolete. Remove them and replace with a low memory volume ssd drive for Sierra, and another suitable volume ssd drive for boot camp.

I wonder you may save a drive by TRYING installing boot camp onto the Serra drive. As In (Windows 10) NTSC formatting process, I once encountered a problem, alert of wrong scheme of GUID partition. Wonder Sierra boot camp assistant can transform the required scheme (master boot record).

Sometimes I can find and restart boot camp from Mojave's Startup Disk menu. But it doesn't appear every time.
Sierra recognizes APFS and also recognizes NTFS on Hybrid MBR disks. Mojave assumed that that only EFI Boot would be used, which is incorrect. Any Mac that supports Mojave must support legacy BIOS.
